50-State Survey: Unmanned Aircraft Systems — A State-by-State Review of Drone Law

Dec 17, 2025
Timothy M. Ravich

Unmanned aircraft systems (UAS) continue to evolve rapidly in the United States, enabling transformative applications in fields such as public safety, infrastructure inspection, emergency response, agriculture, media, and parcel delivery. Although the Federal Aviation Administration maintains exclusive authority over the national airspace system, states increasingly legislate to address the ground-level impacts of drones — particularly threats to privacy, personal safety, and critical infrastructure.

This national 50-state survey synthesizes the current statutory and case law landscape governing UAS. The review reveals clear patterns in legislative priorities, as well as notable divergences in scope, enforcement, and policy maturity. Please see below to access this new publication.
